I don’t work for the city, so I don’t know the answer, but I know that when the University of Alberta switched to Google Docs, part of the negotiations were that they use Canadian servers. Ultimately, though, Canada has a number of laws that are nearly identical to the Patriot Act. But, hey, at least we’re being spied on by our own government instead of the US government, right?
